Tamil Nadu Infrastructure Development Board launched its Capacity Building Programme for project implementation officials on 25.03.2014 with the first workshop on “Understanding TNIDB’s Vision, Structure and Processes”. The workshop organized by Anna Institute of Management, was inaugurated by Thiru K. Shanmugam, I.A.S., Principal Secretary to the Government, Finance Department, Government of Tamil Nadu. Thiru S. Krishnan, I.A.S., Principal Secretary to the Government, Planning and Development/Chief Executive Officer, and Thiru Dr. V. Irai Anbu I.A.S., Director General of Training/Director, Anna Institute of Management and Thiru D. Ponnusamy, Programme Director, Anna Institute of Management were also present at the Inauguration Ceremony. The workshop was attended by about 61 participants from 16 government departments. The participants were familiarised with the Strategic Vision for Infrastructure Development for the State as envisioned in the Vision 2023, and the role of TNIDB as an enabling and facilitating agency to achieve the Vision.
The second workshop was conducted on 29.04.2014 at Anna Institute of Management. The workshop was attended by about 42 officials from 12 Government Departments and Public Agencies. The detailed programme structure could be accessed here.
The Board conducted its third capacity building workshop on 9.07.2014. The workshop focused on training the officials from the Health and Education Sectors. About 37 officials from the Department of School Education, Department of Health Education and the Department of Health and Family Welfare and Corporation of Chennai participated in the programme. Thiru S. Krishnan, I.A.S, Principal Secretary, Planning & Development/ CEO, Tamil Nadu Infrastructure Development Board familiarised the participants with the overall vision of the State for the year 2023 and the role of TNIDB in facilitating the achievement of the targets set under the Vision 2023. Thiru V. Arun Roy, I.A.S., Joint Secretary, Finance Department familiarised the participants with the key aspects of procurement of infrastructure projects. Tmt. Pooja Kulkarni, I.A.S., Project Director, Tamil Nadu Sarva Shiksha Abhiyaan discussed the key procurement initiatives including public private partnerships projects undertaken by the Department of School Education for improving access and quality of education in the State. Thiru Rajendra Ratnoo, I.A.S., Director, Directorate of Town Panchayat acquainted the participants with innovative procurement practices undertaken by the Department of Health & Family Welfare and public private partnership models adopted in the health sector in the State. Thiru Vijay Bhalaki, Director, Athena Infonomics India Private Limited and Consultant to TNIDB familiarised the officials with the various functions and support provided by TNIDB to the Government Departments.
The 4th capacity building workshop was held on 05.08.2014 with a focus on the Agriculture sector. The workshop was held exclusively for the officials from the Department of Agriculture. The workshop aimed at familiarizing the officials with the vision set for the agriculture sector under the Vision Tamil Nadu 2023 and the strategy for achieving the targets envisaged. The workshop was inaugurated by Thiru Sandeep Saxena, I.A.S, Principal Secretary, Department of Agriculture who motivated the officials about the need of translating the vision goals into tangible outcomes. Thiru S. Krishnan, I.A.S, Principal Secretary, Planning & Development/ CEO, Tamil Nadu Infrastructure Development Board familiarised the participants with the overall vision of the State for the year 2023 and the role of TNIDB in facilitating the achievement of the targets set under the Vision 2023. Thiru Vijay Bhalaki, Director, Athena Infonomics India Private Limited and Consultant to TNIDB familiarised the officials with the various functions and support provided by TNIDB to the Government Departments in development of infrastructure projects and other related aspects. Thiru K. Janardhan and Thiru S. Paraparakath, Consultants to TNIDB, familiarised the participants with the key aspects of procurement of infrastructure projects. Dr. K. Prathap Reddy, Agriculture and Animal Husbandry Expert, TNIDB provided insights about how to structure projects within various programme implemented by the Agriculture Department. Dr. Reddy also presented several best practices from the country relating to different aspects of the agricultural value chain and innovative forms of public private partnerships to the participants. Dr. M. Rajendran, I.A.S, Director of Agriculture, Department of Agriculture presented the vote of thanks. About 45 officials from various public agencies under the Department of Agriculture participated in the workshop.
