Decision to Publish or not publish the details of projects on the website.

EC : Full powers


15(1) - Project implementation through Public sector mode

Designate the Public Agency for implementing all the Projects implemented through Public Sector mode.

EC : Full powers. However, in case of difference of opinion in 'EC', the Board may decide.


16 - project implementation through PPP

Causing publication and obtaining  reports from sponsoring agency based on objections and suggestions in response to publication.

CEO : Full powers


17 - Detailed Project study and Project structuring of PPP projects

Finalize the scope and structure of the Project

EC : For Projects exceeding Rs.1000 crores
SC : For Projects exceeding Rs.100 crores upto Rs. 1000 Crores
CEO : For Projects upto Rs.100 crores


18(3) - Procuring entity for Projects

Approval of the tender documents submitted by the Procuring entity.

EC :  For Projects exceeding Rs.1000 crores
SC :  For Projects upto Rs.1000 Crores
CEO : For Projects upto Rs.100 crores



Approval of the concession agreements.

EC :  For Projects exceeding Rs.1000 crores
SC :  For Projects upto Rs. 1000 Crores

19(1) - Appointment of project Manager and Experts

Direct the sponsoring agency to appoint a Project Manager

EC : Full powers 


21(2)(c) - Monitoring of Project implementation

Give directions to the sponsoring agency while monitoring the implementation of all Projects including the enforcement of concession agreements

EC : Full powers 


24(4) - Finance, Accounts and Audit – TN Infrastructure Development Fund

Recommend for utilization of the Tamil Nadu Infrastructure Development Fund for Projects and also for other purposes. 

Board : Full powers
EC : upto Rs.10 crores.

Cases where Board is the procuring entity

In cases where the TNIDB is the procuring entity , the Tender Accepting Authority shall be as follows.

SC : For Projects upto Rs.500 crores
CEO : shall be Tender inviting authority.
Tender Evaluation and Scrutiny Committee shall be constituted in each case.
